April has far too many holidays

April is a wonderful time if you work for someone else - and a terrible time if you work for yourself!  I am glad it is over, it wrecks havoc and one wishes holidays could be spread over the year and not all concentrated in one month. 

Its finally back to work, and no more staff taking long weekends - and thats something to celebrate more than a holiday!  The one thing that is also frsutarting is trial allocation at various courts.  You can get alsmost no days at all for April and then 5 or 6 on the same day, and one after another, in later months.  I am sure there must be a way to more consistently allocate dates - or maybe I am just having bad luck?

Draft regulations
Word has it that the draft regulations are ready - whether that means draft draft regulations or THE draft regulations - we will have to see.

Draft RAF regulations - latest news
Marissa du Toit has just confirmed to the JAA that they are asking for a special printing of the Government Gazette this week to print the draft regulations.  More news to follow on the blogs on the JAA home page (read Leigh's also) .  A 2 month period, as we previously reported will be allowed for comment and we must all certainly do our bit in putting in informed comment in this regard.  The Regulations will be available from our office and possibly also on our website later this week.  Watch out for new on this via SMS (if you were clever enough to subscribe to the service) and on the blogs.

Government Gazette
Last week we were told that the regulations would be printed by Thursday in the Government Gazette - now we hear they will be printed later today.  The Department clearly do not want early comments as if they are about to be printed they must have them, but they are refusing to e-mail them us - or any role players until they are Gazetted.

No regulations still
Another day ends, no regulations yet.  Its obvious they are available but the Department will not release them until the they are printed.  Makes it harder to give constructive input early of course..........

Dentists rip off the Road Accident Fund

Dentists getting carried away it seems - as a report in the Mercury confirms:

Durban dentists fingered for fraud

Fri, 26 May 2006

More than 40 dentists, dental technicians and doctors in Durban could face criminal charges for defrauding the state and patients, The Mercury reported on Friday.

Its website said various scams had been laid bare by two government investigations into the operations of dental laboratories and the Road Accident Fund.

On Thursday, the SA Dental Technicians' Council, which regulates the industry, charged technicians in Durban and pursued criminal charges against 44 dental surgeries.

The Draft regulations in a Gazette dated 29 May are to hand - although the media seem to have got them first.  We will probably load them up on our website shortly.  Please keep checking the blogs over the next few days for the latest info - mine and Leigh's as Jacques does not seem to cover this topic.  Hopefully Leigh will give an analysis of some of the contents.  Some action after a most dreary lecture this morning......

Transport Minister on RAF issue

Here is an extract from the Transport Minister's Budget speech on Monday:

As far as compensation for road injuries goes the combination of new blood at the Road Accident Fund (RAF) the implementation of the changes that parliament recently approved the public discussion of the draft regulations published yesterday and their adoption either in current or amended form shortly should go some way towards bringing sense and sensibility to the system.

Incidentally I have requested the DOT and Special Investigation Unit to prepare a detailed presentation sometime soon on the ongoing investigation into drivers licence fraud. Let me just say that things are not as chaotic as some would have us believe but watch this space!
